New Jersey Tutoring Corps Names New Jersey Education Policy Veteran Scott Oswald Executive Director Of Programs

[New Jersey – April 7, 2026] – The New Jersey Tutoring Corps (NJTC) announced today the appointment of Dr. Scott Oswald as the organization’s new Executive Director of Programs. Since its statewide launch three years ago, NJTC has dramatically scaled its tutoring operations, growing from serving 500 New Jersey scholars in its first year to over 16,000 across more than 200 locations statewide. Initially established as a needed corrective response to the state's dramatic learning gaps exacerbated by the pandemic, the organization has since evolved to become the focal point for implementing and advocating tutoring in public schools and community organizations throughout New Jersey and has been instrumental in partnering with school districts and public charter schools to establish and operationalize more tutoring throughout the state.

In his role, Dr. Oswald will join NJTC’s leadership team; oversee the planning, development, and operations of each of NJTC's growing tutoring offerings around the state; and supervise each of NJTC’s local program managers, ensuring each location continues to provide excellent service to NJTC partners, clients, and on-site staff. In its latest independent evaluation, less than 1% of of all NJTC scholars were grade-level proficient in Math at the beginning of its programming cycle. By the end of the program cycle, that number had grown to 15%. In Literacy, 5% of scholars were grade-level proficient at the start of the program cycle, growing to 20% at or above grade level at the end of the cycle.

Scott brings a unique, Jersey-specific expertise in each of these key areas. Throughout his professional career, he has been dedicated to improving student outcomes through equitable and practical solutions and is a perfect fit for the NJTC team.”

Dr. Oswald, who has served in an advisory capacity since NJTC’s launch, has held almost every administrative position in New Jersey's education landscape over his 32 years of service. Beginning as a Mathematics and Computer teacher at Burlington Township High School, he moved into the role of Program Development Specialist for the New Jersey Department of Education (NJDOE) and has served as Assistant Principal at Delran High School and the Founding Principal at Lindenwood High School. Later, he served as Assistant Superintendent for the Northern Burlington County Regional District, and then for fourteen years as Superintendent of the Collingswood and Oaklyn Public Schools, where he led the launch of its preschool program and was recognized for bringing significant operational efficiencies to the school district, which was designated as “high performing” by the NJDOE during his tenure. Since his retirement, Mr. Oswald has served Rowan University, Stockton University, and several other education-related organizations in the Mid-Atlantic region, creating a series of key programs to assist and mentor undergraduate teaching candidates.

NJTC was created through an innovative public/private partnership, that united support from statewide anchor institutions such as the Overdeck Family Foundation, The Tepper Foundation, the New Jersey Pandemic Relief Fund, the New Jersey Children's Foundation, the Prudential Foundation, The Carlson Family Foundation, the Debra and Kenneth Caplan Foundation and investment from the State, through the continued support of Senate Majority Leader Ruiz, Senate Education Committee Chair Gopal, and Assemblywoman Andrea Katz and Assembly Budget Chair Eliana Pintor Marin. Throughout the school year, NJTC co-designs tutoring programs with schools, districts, and community partners, ensuring that its research-based, evidence-rich program meets each partner's needs. NJTC follows the recommendations of the Annenberg Institute and the National Student Support Accelerator for effective high-impact tutoring. Specifically, staff members provide responsive, personalized, hands-on instruction aligned to New Jersey state standards. Partners co-design each implementation. Tutors are often embedded throughout classrooms during the school day and receive support from instructional coaches and site coordinators. Tutors serve scholars in 30- to 60-minute embedded sessions during the school day, after school, or in summer programs two to three times per week. The program provides a 1:1 to 1:4 tutor-to-scholar ratio for each tutoring session, with the same tutor working with the same scholars throughout a program cycle.
